Bilgah is a coastal settlement in the north-eastern part of Baku, located on the Absheron Peninsula along the Caspian Sea. The Bilgah–Novkhani–Sumgayit transport corridor forms part of the wider road network serving the north-eastern settlements, while the 2025–2030 transport infrastructure program includes further work on the Bilgah–Novkhani–VAZ Circle–Khirdalan route.

Bilgah has also seen investment in local public infrastructure: in August 2026, a new 220-seat Bilgah Art School opened, with facilities for music, photography, painting, sculpture, design and other activities.
